The answer depends on the vehicle manufacturer. If you have a BMW or Mercedes the MS908 Pro (or higher) does this natively once you have a subscription . Volkswagen, Audi or anything VAG , does this using the J2534 using ODIS on a laptop, as with other manufacturers and their proprietary software. You need a J2534 tool for sure to "program" any module in the same manner that the dealer would with the latest calibration file. If all you need to do is "code" the module then the MS908 Pro can do it
